The problem of law enforcement agencies' effectiveness in ensuring the Russian Federation's national security is also considered based on an analysis of regulatory legal acts and the effectiveness of law enforcement agencies. The system of safeguarding and protecting national security is considered in the totality of subjects in interaction, as well as various bodies, forces, and means of ensuring security at a national level, provided through existing legal norms. What determines the necessary relevance of the important issues under consideration in the current situation?

В данной статье, автор исследует деятельность правоохранительных органов, направленных на обеспечение национальной безопасности и вопросы взаимодействия. Также рассматривается проблема эффективности правоохранительных органов в системе обеспечения национальной безопасности Российской Федерации на основании анализа нормативно-правовых актов и результативности деятельности правоохранительных органов. Система обеспечения и защиты национальной безопасности рассматривается в совокупности субъектов, находящихся во взаимодействии, а также различных органов, сил, и средств обеспечения безопасности на национальном уровне, обеспечивающихся посредством существующих правовых норм. Что определяет необходимую актуальность рассматриваемых важных вопросов в современной ситуации.

Согласно Стратегии национальной безопасности Российской Федерации, утвержденной Указом Президента РФ (далее - Стратегия), под национальной безопасностью понимается состояние, характеризующееся защищенностью личности, общества и государства от внутренних и внешних угроз, при котором обеспечиваются реализация конституционных прав и свобод граждан Российской Федерации, достойные качество и уровень их жизни, суверенитет, независимость, государственная и территориальная целостность, устойчивое социально-экономическое развитие Российской Федерации.
Очевидно, что существует внутренне и внешнее воздействие на национальную безопасность.

При этом, указанное воздействие осуществляется на основы самостоятельности и независимости государства, а также основные права и свободы его граждан. Решая вопросы создания системы национальной защищенности, необходимо исходить из того, что объект защиты в данном случае является весьма сложноструктурированным, многообразным, состоящим из множества разносторонних структурных элементов, следствием чего является и сложность структурирования взаимосвязи этих элементов. По справедливому мнению некоторых ученых, сама система безопасности отражает процесс взаимодействия национальных интересов и угроз им, является функциональной, в то время, как система обеспечения безопасности имеет своей целью защиту национальных интересов, представляет собой организационную систему средств, способов, субъектов (органов) .

Abstract: The author examines the problem of the effectiveness of pro-security agencies in the system of national security of the Russian Federation on the basis of an analysis of regulatory legal acts and the effectiveness of law enforcement agencies.
According to the National Security Strategy of the Russian Federation, approved by the Decree of the President of the Russian Federation (hereinafter referred to as the Strategy), national security is understood as a state characterized by the protection of the individual, society and the state from internal and external threats, in which the implementation of the constitutional rights and freedoms of citizens of the Russian Federation, decent quality and standard of living, sovereignty, independence, state and territorial integrity, sustainable socio-economic development of the Russian Federation.
Obviously, there is an internal and external impact on national security.

At the same time, this impact is carried out on the foundations of the independence and independence of the state, as well as the basic rights and freedoms of its citizens. When solving the issues of creating a system of national security, it is necessary to proceed from the fact that the object of protection in this case is very complexly structured, diverse, consisting of many diverse structural elements, which results in the complexity of structuring the relationship of these elements. According to the fair opinion of some scientists, the security system itself reflects the process of interaction of national interests and threats to them, is functional, while the security system aims to protect national interests, is an organizational system of means, methods, subjects (bodies).
